I have a rolling shell that I want to repaint. How do I go about getting estimates without hitching it up to a dolly and towing it everywhere for somebody to look at it?

First, call around and see who's even interested. A lot of shops don't like complete repaints any more, they're just in it for the insurance work.

Stopping at a shop with a good set of photos sometimes works to get you a ballpark. But I'd never trust a shop that gives you a price without seeing the car, so once you've got a ballpark you like, hitch it up and bring it to them.

When I had this car repainted (drunk-driver hit the lr fender/bumper while parked) I called a shop I dealt with in the past and he came out and looked at it at my house.

With the rest of the painted over seven (>7) years old, I didn't want a freshly painted fndr/bmpr to make the rest of the car look bad, so I had the whole car painted.
